

William J. Carrington, Ph.D., Director and Principal
Will Carrington is Director and Principal at Navigant Economics. He has more than 20 years of experience in the statistical and economic analysis of labor and employment markets, regulatory and policy issues and issues of competition. He was a full-time professor for eight years with the Johns Hopkins University Department of Economics and has taught economics in the college and in the Graduate School of Business at the University of Chicago. He has also served as a Senior Economist at the Bureau of Labor Statistics within the U.S. Department of Labor.
Dr. Carrington's practice focuses on the economic and statistical analysis of employment, discrimination and competition. He has submitted expert reports and testified in numerous litigation matters involving claims of discrimination related to employment and mortgage lending, including testimony as an expert for the U.S. Department of Justice. He has also conducted numerous analyses of issues related to the Fair Labor Standards Act and other wage-and-hours statutes. He has testified at trial before the Supreme Court of the State of New York, before the Virginia Worker's Compensation Commission and before private arbitration panels. Issues of statistical sampling arise in a significant portion of Dr. Carrington's caseload, and he has been recognized as an expert in such issues by a Federal Court.
Dr. Carrington has authored more than 20 published articles and has published research in leading journals such as the American Economic Review, the Journal of Political Economy, the Journal of Labor Economics, the Journal of Human Resources and the Industrial and Labor Relations Review. His published work includes widely-cited analyses of the financial costs of job loss, the role of government intervention such as Title VII on economic outcomes for minority groups, the interpretation and measurement of racial and gender segregation in the workplace, and the economic impact of domestic and international migration. Dr. Carrington also co-authored a study of minimum wages that won the Lawrence Klein Award from the U.S. Department of Labor.
He holds a Ph.D. in Economics from the University of Chicago and a B.A. in Economics from Duke University. His economic research has been supported by the University of Chicago, the Bradley Foundation, and the National Science Foundation.
