Kevin W. Caves, Ph.D., Director

Kevin Caves is Director at Navigant Economics. Dr. Caves has served as Assistant Economist at the Federal Reserve Bank of New York, and received his doctorate from the University of California at Los Angeles in 2005, specializing in applied econometrics and industrial organization. He has held senior positions in the economic consulting industry for several years. Dr. Caves' economic consulting experience includes work in litigation and regulatory contexts, including modeling and estimation of damages, antitrust analysis, and public policy analysis. His work has been cited and appeared in various popular and academic outlets, including The Economist, Forbes, Review of Network Economics, and Telecommunications Policy. He has authored and co-authored various filings, white papers, and expert declarations, primarily on topics related to network industries. His academic research has explored structural econometric techniques for the identification of production functions, evaluated theoretical frameworks for modeling the welfare effects of net neutrality regulation, and has also focused on quantifying price-driven wireless substitution in telephony through demand system estimation. Prior to joining Navigant, Dr. Caves served as Vice President at Empiris LLC, and also held positions at Criterion Economics LLC, and Deloitte & Touche LLP.
