Allan T. Ingraham is Director and Principal at Navigant Economics. His areas of expertise are auction design and strategy, industrial organization and antitrust, and econometrics.

Dr. Ingraham has provided auction support to dozens of bidders in high-stakes auctions worldwide. He has recently advised T-Mobile on bid strategy in the 10-40 GHz and 2.6 GHz spectrum auctions in the United Kingdom, NII Holdings and Nextel Mexico on bid strategy in Mexico's 1.9 GHz and AWS auctions, and Globalive on bid strategy and spectrum valuation in Canada's AWS auction.

Dr. Ingraham has provided expert analysis and testimony on subjects as diverse as the valuation of radio spectrum, the compensation and promotion of government and private sector employees, and the predictive power of life expectancy estimates. He has published scholarly articles in peer-reviewed journals and respected regulatory and law journals on the detection of bid-rigging, the taxation and regulation of telecommunications services, and the effects of auction set-aside on market prices.

Dr. Ingraham earned M.A. and Ph.D. degrees in economics from the University of Maryland and a B.A. with honors in Economics from Colby College.
