John C. Staines, Jr., Director and Principal

Jack Staines is Director and Principal at Navigant Economics. He specializes in applying economic and financial analyses in the areas of commercial litigation and public policy, much of which has involved issues arising in the Pharmaceutical industry. His consulting assignments have focused on valuation of damages in breach of contract, antitrust, patent infringement, and other types of commercial claims. Mr. Staines also has significant experience in the analysis of competition and economic issues arising in antitrust, intellectual property and international trade disputes. He has been designated as an expert witness and provided expert reports and testimony in Federal Court. Mr. Staines' pharmaceutical-related work has involved a wide variety of therapeutic drug classes, which includes treatments for AIDS, allergic rhinitis, anemia, asthma, attention deficit disorder, cancer, depression/anxiety, diabetes, diet supplements, heart disease, hepatitis B/C, human growth hormone, local anesthesia, narcotic pain killers, neutropenia, ulcers/GERD, and urinary tract infections. Other consulting assignments have involved analyses in industries that include chemicals, computer software, steel, telecommunications, uranium production/enrichment, and wood products.

Before joining Navigant, Mr. Staines was a Principal at LECG, and prior to that a Principal at Putnam, Hayes, & Bartlett, where he managed a variety of litigation and regulatory matters. Before these positions, he was a senior research analyst at Heiden Associates, where he analyzed the prospective economic impacts of proposed environmental and occupational health regulations, and developed risk assessments related to consumer product safety regulations. Mr. Staines received a B.A. in economics and an M.P.M. in public policy from the University of Maryland, as well as an M.B.A. from the University of Chicago.
